That's probably an unfair comparison. But it should also be noted that on a day the party elders are in North Carolina preaching inclusion and looking inward, two states away one of their few remaining elected moderate national voices - Saxby Chambliss of Georgia- is choosing to resign rather than face a primary.

(Chambliss, by the way, is moderate in the GOP through attrition).

"This is about frustration, both at a lack of leadership from the White House and at the dearth of meaningful action from Congress, especially on issues that are the foundation of our nation's economic health," the senator wrote. As a parent, you will always worry about your children. Fortunately, these concerns will be largely unnecessary since most children learn how to handle the ups and downs of the world from their parents? love and guidance. However, some concerns are justified because some children, no matter what age, seem to always need parental guidance. And, while you are alive, you can provide the direction and encouragement to steer your child clear of their compulsions, such as gambling, drug abuse or excessive drinking. But, is there something you can do now to make sure your child does not chip away at their future inheritance, or take away from your ability to plan for your own future?

One effective estate planning tool to protect your assets, and your children?s inheritance, is to create a trust. A trust is very flexible, allowing you to set the terms for releasing monies to your children or other heirs, and to change the terms of the trust during your lifetime, if needed. Some establish the trust so that additional money is set aside to one child to take care of anticipated expenses for a more troubled child. Some trusts require that a beneficiary pass a drug or alcohol test before funds are disbursed; others write their trust to have a third party manage the funds for the beneficiary to limit the amount of access a beneficiary has to their trust funds. Although you may not be comfortable treating your children differently, circumstances may dictate that you do so to best provide for the future of your loved ones.

WASHINGTON (AP) ? Women in the military must have the same opportunities as men to take on grueling and dangerous combat jobs, whether loading 50-pound artillery shells or joining commando raids to take out terrorists, defense leaders declared Thursday as they ordered a quarter-million positions open to service members regardless of gender.

As Defense Secretary Leon Panetta and Gen. Martin Dempsey, chairman of the Joint Chiefs, signed an order wiping away generations of limits on women fighting for their country, the military services said they would begin a sweeping review of the physical requirements. At the same time they acknowledged that women have been fighting and dying in Iraq and Afghanistan for more than a decade.

Women make up about 14 percent of the 1.4 million active U.S. military personnel. More than 280,000 women have been sent to Iraq, Afghanistan or neighboring nations in support of the wars. Of the more than 6,600 U.S. service members who have been killed, 152 have been women.

The leaders said no physical standards will be lowered just to send more women closer to the battlefront.

"I fundamentally believe that our military is more effective when success is based solely on ability and qualifications and on performance," Panetta said at a Pentagon news conference.

"Not everyone is going to be able to be a combat soldier. But everyone is entitled to a chance."

It won't happen quickly or easily. But in the end, he said, the U.S. military and America will be stronger for it.

Dempsey did not rule out women serving even as members of elite special operations forces, including the Army's Delta Force and the Navy's SEALs, whose members killed 9/11 mastermind Osama bin Laden.

Dempsey said that because of the particularly punishing physical standards and training required for those teams, it might be years before they include women.

But he added: "I think we all believe that there will be women who can meet those standards."

Recent surveys and experiences suggest the transition may not always be easy. When the Marine Corps sought women to go through its tough infantry course last year, two volunteered, and both failed to complete the course. And there may not be a wide clamoring from women for the more intense, dangerous and difficult jobs, including some infantry and commando positions.

Representatives of the military services said they will look at each job and military specialty that is currently closed to women and examine the requirements that troops must meet. In some cases ? because of equipment upgrades, new technology and automation ? the requirements may change, but in no case will they lower the standards in order to allow women to qualify.

As an example, a loader on a tank crew must be able to lift a 50-pound, two-foot-long artillery shell, spin 180 degrees and load it into a tank's cannon. Because of space constraints in the tank, it requires a great deal of upper body strength to hoist the shell.

Troops asked about the change said they just want comrades who can do the job.

"This gives us more people to work with," said Sgt. Jeremy Grayson, assigned to field infantry at Fort Bliss, Texas. "But they would have to be able to do the physical stuff that men do. Like in some jobs in infantry you're out there for a long time, or in artillery there is heavy work. And they have to be able to pull their own weight."

As a graduate of the U.S. Military Academy at West Point two years before women were admitted, Dempsey said he has seen the changes over time.

In 2003, when he went to Baghdad as commander of the 1st Armored Division, Dempsey recalled that he jumped into a Humvee on his first foray out of the forward operating base.

"I slapped the turret gunner on the leg and I said, 'Who are you?' And she leaned down and said, 'I'm Amanda.'"

"And it's from that point on that I realized something had changed, and it was time to do something about it."

But Dempsey cautioned that no one knows where future conflicts will take place. That's why the military needs time, he said, to review and possibly revise standards for combat jobs. The historic change overturns a 1994 rule prohibiting women from being assigned to thousands of front-line artillery, infantry, armor, special operations and pararescue jobs.

The Navy also announced that it is opening jobs for female sailors on smaller attack submarines ? ships that had traditionally been closed to women largely due to privacy concerns in extremely close quarters.

There long has been opposition to putting women in combat, based on questions of whether they have the necessary strength and stamina for certain jobs, or whether their presence might hurt unit cohesion. But the Pentagon's announcement was largely hailed by lawmakers and military groups. There were only a few offering dissenting views.

Spc. Jean Sardonas, who works as a lab technician at a hospital at Fort Bliss in Texas, said she considered joining an Army team that faces combat situations. But since she's had children, she said her perspective had changed.

"If you see the enemy, well, that's the enemy, but now if you see a kid with a gun you're going to think twice" about shooting him, she said.

Sen. Jim Inhofe of Oklahoma, who will be the top Republican on the Senate Armed Services Committee, said he is concerned about the possible impact of completely ending the ban, adding that he suspects legislation may be needed to stop changes that would be detrimental.

Under the new memo, military service chiefs will have until May 15 to develop plans for allowing women to seek the combat positions. Some jobs may open as soon as this year, while assessments for others, such as special operations forces, may take longer.

The services will have until January 2016 to argue that some positions should remain closed to women.

Thursday's move fits into the broad agenda President Barack Obama previewed for his second term during Monday's inaugural address, which focused in particular on issues of equality. It also comes on the heels of a presidential election in which Obama won the majority of female voters following a campaign that focused heavily on women's issues, though not women in combat specifically.

The change also comes as Panetta wraps up his tenure as defense secretary. The order expands the department's action of nearly a year ago to open about 14,500 combat positions to women, nearly all of them in the Army.

Under the 1994 Pentagon policy, women were prohibited from being assigned to ground combat units below the brigade level. A brigade is roughly 3,500 troops split into several battalions of about 800 soldiers each. Historically, brigades were based farther from the front lines, and they often included top command and support staff.

The necessities of combat in Iraq and Afghanistan, however, propelled women into jobs as medics, military police and intelligence officers that were sometimes attached ? but not formally assigned ? to battalions. So while a woman couldn't be assigned as an infantryman in a battalion going out on patrol, she could fly a helicopter supporting the unit, or move in to provide medical aid if troops were injured.

Dempsey suggested that eliminating the ban on women in some combat roles could help with the ongoing sexual assault and harassment problems in the military.

"When you have one part of the population that is designated as warriors and another part that's designated as something else, I think that disparity begins to establish a psychology that in some cases led to that environment." said Dempsey. "I have to believe, the more we can treat people equally, the more likely they are to treat each other equally."

Barclays Finance Personal Loan ? Online Complaint

I am trying to close my personal loan taken from Barclays Finance. I have taken loan from the Pune Branch but they have already winded up business from pune. I asked them the loan closure amount but they are not providing the same correctly. They want me to pay the amount within 2 days of their closure amount disclose to me. If i dont pay the amount within 2 days they will not accept my DD and they say that the amount will change. They want me to courier the DD to Delhi office. But to prepare the DD and send the DD to them will take more than 3 days. They are not ready to extend my days.

Please help me in this as i am getting mentally tortured from the last two months.

This creep is happening partly because saltwater expands a tiny bit as it warms. ?Warmer water literally is taller,? explains Josh Willis. He?s a climate scientist at the NASA Jet Propulsion Laboratory in Pasadena, Calif.

He and others are learning how fast seas are rising, thanks in part to the Jason-2 satellite. Its eyes in the sky?regularly?measure the distance between its orbiting instruments and Earth?s surface. And the disturbing news: Seas are climbing quickly. In many areas, they threaten to seriously overrun coastal areas, especially during storms.

Dot Earth Blog: Obama's Chance for a Fresh Start on a Climate-Smart Energy Quest

It was heartening to see President Obama include an ample reference to the importance of climate-smart energy policies in his short inaugural address today. The speech is presumably a sketch of what?s to come in the State of the Union message and policy initiatives this year.

In his speech, Obama framed the need to address climate change and non-polluting energy technologies as both as a legacy issue and a real-world priority. Importantly, he also cautioned that this will be a long journey. Here?s the excerpt:

We, the people, still believe that our obligations as Americans are not just to ourselves, but to all posterity. We will respond to the threat of climate change, knowing that the failure to do so would betray our children and future generations.

Some may still deny the overwhelming judgment of science, but none can avoid the devastating impact of raging fires, and crippling drought, and more powerful storms. The path towards sustainable energy sources will be long and sometimes difficult. But America cannot resist this transition. We must lead it.

We cannot cede to other nations the technology that will power new jobs and new industries. We must claim its promise. That?s how we will maintain our economic vitality and our national treasure, our forests and waterways, our crop lands and snow-capped peaks. That is how we will preserve our planet, commanded to our care by God. That?s what will lend meaning to the creed our fathers once declared.

It?s time for the president to move from pledges on such initiatives to action. Back in 2010, without setting a timeline, John P. Holdren, the president?s science adviser, said a ?major speech? on climate change was forthcoming from the president. Hopefully, this is the year, not only for a sustained rhetorical focus, but a suite of initiatives (some of which I touched on a few days ago).

The delays so far, and hints of a sustained, patient approach going forward, are surely frustrating for those seeking urgent action to accept. But, as I wrote recently, momentous challenges like building an energy menu that works for the long haul?require an odd mix of urgency (perhaps intensity is a better word) and patience.

The only plausible approach is a stepwise policy, building from smart near-term steps that can be sold to many constituencies for many reasons (energy efficiency, boosting resilience to climate hazards in vulnerable places) toward the tougher ones. That was the recommendation in 2006 from the late Stephen H. Schneider, the Stanford University climate scientist, and I think it?s still the right approach.

There?s plenty to parse in today?s speech, including the president?s unfortunate mashup of the clarity of basic greenhouse science (which is where the ?overwhelming judgment? of scientific assessments lies) and the much tougher challenge of discerning what factors have caused recent large losses from fires, drought and storms.

In conflating robust and uncertain areas of science even as he tries to isolate those who would ?deny? the basics, Obama may alienate Americans who agree climate change poses risks, and love smart energy steps, but challenge (legitimately) some recent conclusions about disaster losses and the like.*

Also, his politically expedient framing of the American energy imperative as a competition for jobs and wealth with other countries (read China) glosses over the reality that a substantial mix of international competition and collaboration will be required for the world to achieve significant breakthroughs in non-polluting energy technologies. A great overview is provided in a 2010 Council on Foreign Relations report, ?Energy Innovation Driving Technology Competition and Cooperation Among the United States, China, India, and Brazil.?

But this speech is just the start, and a sketch. There?s time for Obama and his administration to refine their approach and goals. (There?s also time for the administration to reconsider an approach taken on climate discussions last week, when the White House, according to Reuters, asked that a session on global warming with a group of mayors not be public.)

A great starting place for administration officials, and anyone else considering ways to shape and frame an American push on energy action, from the kitchen wall socket to the White House, is a compelling and non-ideological 2003 lecture by Richard Smalley, the chemistry Nobelist who devoted the final years of his life, even while battling leukemia, to pressing the case for action on humanity?s great energy challenge, and opportunity. Last week, the Yale Project on Climate Communication issued a memo that appears to have been read at the White House: ?The Political Benefits to Taking a Pro-Climate Stand in 2013.? One of the lead researchers in the Yale project, Edward Maibach of George Mason University, was interviewed in a Climate Access video on the role of recent extreme weather in shifting (at least for the moment) American attitudes on climate change. There?s much of value there, although I have some concerns about some of Maibach?s conclusions, which you can read on my Tumblr page.

NAACP Inspires Millennials To Give Back Beyond Martin Luther King Day (VIDEO)

As the NAACP prepares to honor Martin Luther King Day with acts of service, it?s also looking to inspire young people beyond Jan. 21 to make helping others an integral part of their lives.

?There are a lot of people who look at our young people and are dismissive of them,? Benjamin Jealous, chief executive of the National Organization for the Advancement of Colored People, said in an interview with the Chronicle of the Philanthropy about the challenges of mobilizing the younger generation to do good.

Jealous says one solution is motivating them to take action in response to an issue that angers them.

?Medical Matt? is one activist who did just that.

When Matthew Kraushar, a 26-year-old medical student, saw the deplorable conditions after Superstorm Sandy, it spurred him to spearhead a relief effort for hurricane victims who had chronic, and sometimes, complicated medical conditions, Fox News reports.

"We were essentially trying to put out fires before they started," he told the news outlet.

It?s people like Kraushar who are pushing back against the perception that the millennial generation is money-obsessed and not quite concerned with giving back, as one study published in the Journal of Personality and Social Psychology concluded in March.

"These data suggest that the 'Me Generation' label affixed to the baby boomers was unwarranted. In comparison to the proceeding generations, the boomers look significantly more selfless," lead researcher Jean Twenge said in a press release. "It will be interesting to see how millennials are affected by the recent recession and whether future generations will reverse the trends."

But the news about millennials? giving tendencies isn?t all bad. A report released in June found that 75 percent of young people donated to causes in 2011and 63 percent said they gave their time to volunteer.

?What we heard over and over again is that Millennials are eager to give if they?re already engaged in a conversation with the charity,? Derrick Feldmann, chief executive of Achieve and Johnson -- one of the groups that conducted the survey -- told Philanthropy.com when the Millennial Impact Report was released.

Jealous and the NAACP recognize that mobilizing young people will require just that, finding out what engages them and pushing them to take meaningful action.

?Listen to them first,? Jealous told the Chronicle of the NAACP?s approach, ?find out what they are really angry about, and then say, ?This is how we turn it outward, and we actually overcome that issue.??

Even as we experience below-freezing temperatures here in Maine, we still need to get out of the house and exercise ourselves and our pets.

Leon gorman 1Living in Freeport, Maine, presents plenty of opportunities for me and my 6 year old buddy Fletcher to get out and stretch our legs.? Freeport offerings range from the up & down trails on Bradbury and Hedgehog Mountains, to the easy flat trails of Pownal Field, and even downtown in Freeport Village for some people watching.? However, our favorite area to investigate is just a few minutes walk from LL Bean?s Flagship Store, at Leon Gorman Park.?

Donated to the town by Planet Dog's long-time partner and supporter LL Bean, this small park? encompasses a ravine and features a .5 mile loop trail with wooded bridges, picnic tables & benches, and, in the winter, a skating pond.? Fletch always enjoys all the different smells of the squirrels, chipmunks, and other dogs that make their way through the park, and in warmer weather,the stream is a perfect place to grab a quick drink!

Although not too large, the park is a beautiful sanctuary in the middle of bustling Freeport, and if you?d like to extend your walking adventure you can head towards the Village for the aforementioned people watching and window shopping. I always finish up our walk with a visit to the Bow Street Market, which is right next to the park and features lots of locally made munchies and drink offerings to help take the chill off after our brisk January walk.?

Dragon's Dogma Review | Video Game Blog, Video Games Reviews ...

Two minutes into the game and I already feel like a special needs teacher on a school trip.

Good day to you I beseech you read my wondrous Dragon?s Dogma review.

Dragon?s Dogma?is an?action role-playing game?developed and published by?Capcom?for the PlayStation 3?and?Xbox 360. The game features an?open world?fantasy?setting, in addition to?hack and slash?and?survival horror elements, and was released in North America on May 22, 2012, May 25, 2012 in Europe,?and May 24, 2012 in Japan.

The game isn?t too dissimilar from most RPG games, the plot is basically; there?s a bad dragon that needs killing, go get?em tiger! It plays a little like a mix of Demon?s Souls and Shadow of the Colossus, because it?s got that JRPG trying to be a western RPG feel which is refreshing but there are also giant monsters you can climb and stab in the bum which is awesome any day of the week. The only things that are a little different is the class system is a bit like Ragnarok Online where it?s more like a job that you take on and you choose a base job and then can sort of be promoted and the vocation level and your actual level are separate. So your level basically determines your stats and your vocation level decides your skills and weapons and armour you can use, this isn?t exactly new but I like it.

Pawn Stars!?

What sets this game apart from regular RPGs is slavery. Slavery apparently is back in fashion but it?s ok because they?re a subhuman slave race from an alternate dimension who lack free will and are very annoying called ?Pawns?. Which you might think is just an elaborate and long winded way of getting out of putting any effort into NPC character development, but you?d be slightly wrong, because it?s all about pimping your pawns out to other players.

You make your own pawn in the exact same way you make your own character and they follow you around and you choose their class and their weapons and armour and you even choose their skills. You also get to hire two more support pawns but the catch is these pawns are other players pawns that they?ve created, but unlike your pawn they don?t level up with you which is annoying because you make this nice team and then you get to a point when your ten levels above them and they?re just useless to you, so when you give them back you send them off with a little present and a pat on the bum.

Here are a couple of ways you can tell this game is Japanese, you can dress your pawns in bikinis and g-strings, you?re encouraged to make your pawns look attractive so other players will ?enlist? them, there are horny monsters that get excited when they see women and harpies with big feathery boobs. I?m not complaining, it?s just weird.

The most annoying thing for me in this game is the sprinting systemy thing. In most games when there?s a sprint function there?s a sometimes a meter of energy because not every game character is the six million dollar man, and sometimes they get a bit knackered. On the other hand in those games you can usually still move, you just stop sprinting and in RPGs like Oblivion you can increase your regular moving speed anyway or buy a horse but in dragon?s dogma you have to stare at your character agonizing as he works through his stitch. This has happened to me at least fifty times in major fights with monsters the size of Grecian debt, my character is sprinting to avoid barbed appendages and he suddenly just grabs his knees and starts huffing and puffing away like a chain smoker in a wind tunnel. It?s just not cool, can you imagine Solid Snake fighting a metal gear but first needs to catch his breath after conquering the stairs.

I don?t get why pawns have to be mindless hapless morons, why can?t they just be companions i.e. normal-ish people? You know people, with personalities and characters and all that, this just seems lazy. I love in Skyrim how you can just walk into an inn and meet someone interesting and have a conversation with them and have them join you on your quest, that?s cool because they?re your equals, they can even become a love interest and you can marry them. I think it cheapens the game really because instead of being followed by actual characters you care about and that can die, you?re just leading about a bunch of replaceable lemmings.

Still better than Resident Evil 5

That being said I still liked this game, I?d really lost faith in Capcom recently, game after game just seemed trashier than the last but I think RPGs actually suit their style, I mean yeah the story was nothing to shout about but that?s Capcom for you. They literally have a room full of monkeys banging on typewriters, every time you enter a room it seems like you just walked in midway between a conversation because you have no idea what they?re talking about.

I hate to compare it to Skyrim again but that is a game that is sure of its history, it?s establishes very well it?s back-story but this seems a little cobbled together at the last minute and open to interpretation, it just leaves too many holes, I completed it but I was left wanting, I feel like a missed a whole chunk of the game or something. That?s why I compared it to Demon?s Souls at first because the story seemed like peeling an onion; you just get a little further each time, but the story just wasn?t there. I heard a lot of people who talked about this game complain about how the main quest wasn?t obvious but I liked that, kept me guessing, I think I?m walking into a little fight for some gold and it turns out to be this huge part of the main quest, it makes all the quests seem important.

Overall I really liked this game because it filled me with a new found hope for Capcom. It didn?t have a quick travel system, yeah you could buy magical stones that warped you home but to get somewhere you had to hoof it. As a result you manage to piss off every bandit and giant monster just lazing about in the game. I like how fluid it is because you could be on the way to a quest and then you stumble on a chimera and you?re just like ?screw the quest!? and start trying to tear it?s head off and collect it?s magical gizzards, to sell or staple onto your weapons and armour. You don?t really need a quest, you can just sort of make your own, you see a Griffin and you go after it, the end.

One way it trumps RPGs like Skyrim is in every quest in Skyrim you know you?re going to talk to/stab some dude but in this you could be walking into a room with a hydra, it constantly keeps you guessing, there could be any mythical creature around the next corner and I love how it spans Greek mythology with it?s Hydras and Chimeras and Cyclops and western mythology with it?s dragon?s and giants and goblins.

The ending was a bit hit or miss really, because the end wasn?t really the end, so basically it disappointed me twice. I mean I like how this game didn?t do the Hollywood handholding with the storyline, it didn?t keep reminding you over and over of the plot but on the other hand it didn?t make a lot of sense either. I did like it, the action is great I loved the blend of hack and slash with RPG, it really worked, visually very impressive but that goes without saying these days, It just left me wanting a little more.

Pros; Lots of giant monsters and toys to play with bit of a refreshing take on a classic RPG style.

Cons; the pawns are incredibly irritating, it?s just being followed by an idiot that incessantly comments on everything he/she sees.

(AP) ? Every day before dawn, dozens of men appear in the Mexican capital's hip Condesa neighborhood and block off parking spaces along entire streets using water jugs, cardboard boxes, buckets, crates and even blocks of cement.

As visitors start arriving for the district's restaurants, organic food stores, boutiques and art galleries, the men collect 20 to 40 pesos ($1.50-$3), remove the obstructions and let drivers park.

Here and in other well-to-do areas of traffic-choked Mexico City, authorities are trying to take back the streets by installing parking meters. They say the meters will make the area safer and more orderly, as well as encouraging less driving, which will be a boon for a polluted city with more than 4 million cars.

Residents of Condesa, a bohemian neighborhood of 70,000 residents who rub shoulders every day with 170,000 visitors, will decide in a referendum Sunday whether they want the meters on their streets.

Many are vehemently opposed, hanging banners from balconies to attack meters, saying the streets are public and no one should profit from them. But others hope the plan will cut down on cars from elsewhere. Parking has become so critical that some Condesa residents have seized their own pieces of the street by erecting removable metal bars that jut from curbs in front of their homes.

Often the only option is to pay the ad hoc attendants, known as "franeleros" for the rags ? "franelas" ? they use to signal cars in and out of parking spaces they have commandeered. Not paying could mean returning to a broken windshield wiper, a long key scratch along a door or, in extreme cases, a smashed window.

Another option is to leave car and keys with valet parking attendants, who also block spaces for their clients.

"There are times when you drive and drive around and when you finally find a parking spot along comes a man to charge you for it. It really makes me mad," said resident Elizabeth Ramos, 39, who said she plans to vote "yes" on meters.

Authorities laud the success of the machines that were installed in another affluent neighborhood, Polanco, a year ago.

"Polanco was the parking lot of the whole city," said Maria Ignacia Moran, a community activist. "Office workers would leave their cars here all day, leaving behind traffic chaos because many of the cars were doubled parked, left on sidewalks. And at times the franeleros even parked them in our driveways."

Traffic in Polanco is now more orderly, open parking spaces can generally be found and franeleros have largely disappeared, at least when the meters are in operation. And money from the meters helps pay for increased police patrols and improved streets, sidewalks and other infrastructure, according to Erwin Crowley, executive director of the city's Public Space Authority.

"Polanco is a very good example of how to recover the public space," he said.

One reason the meters help chase off franeleros is that Operadora de Estacionamientos Bicentenario, S.A. de C.V., the company operating the machines, has a financial incentive to summon police when anyone tries to block off a parking space without paying.

Prior to the arrival of meters in Polanco, franeleros charged 20 to 40 pesos for a day of parking. Current meter fees are 8 pesos (65 cents) an hour, or about 64 pesos ($5) a day, a sum that adds up for those who work in the area. For residents without their own parking spots, the city will issue one permit per home exempting a single car from paying the meter fee.

Crowley said meters have pushed people to find other modes of transportation to Polanco. "Before we had 10,800 cars coming into the district each day. We have cut that to 5,400," he said. Some of those drivers simply started parking in nearby neighborhoods, which have seen an increase in traffic. So authorities have begun installing parking meters there as well.

Officials also play up security in pushing the parking meters. Posters plastered throughout Condesa warn that franeleros could be used by criminals because they spend entire days on the same streets, learning the habits of residents.

"They can be very aggressive and that's always uncomfortable," said Maria Antonieta Cendejas, 67, who owns a convenience store in Condesa near Parque Mexico, where franeleros have taken over her street. "I used to remove their buckets but then they started placing concrete blocks and I couldn't move them."

Opponents of meters say authorities should focus on better planning and stop allowing restaurants, bars and office buildings that don't provide parking.

"The main problem is not the franeleros but all the businesses that have opened up and have no parking," said Antonia Romero, 67, who has lived by Parque Mexico for 35 years. "We used to have parking lots, but they have been replaced them with apartment buildings."

Luis Hernandez used to earn a living by selling candy and potato chips at a street stand near Condesa, but he said officials closed it down because he didn't have a permit. So he began working as a franelero along Parque Mexico.

"The government will leave a lot of people without anything to eat," said Hernandez, 31. "I'm really mad about all of this because all we want to do is work."

He said that if parking meters are installed in Condesa, he will work running errands for people.

"What else could I do?" he said.

Oprah chat with Armstrong draws 3.2 million TV viewers

LOS ANGELES (Reuters) - Oprah Winfrey's exclusive interview with disgraced cyclist Lance Armstrong was watched by some 3.2 million Americans, the second highest audience for her struggling channel OWN, the U.S. cable channel said on Friday.

OWN said the most-watched telecast in its history was Winfrey's interview with the family of the late Whitney Houston in March 2012 that drew 3.5 million viewers.

Chat show queen Winfrey quit her daytime TV show in 2011 to launch the Oprah Winfrey Network (OWN), a joint venture with Discovery Communications.

In the first, 90-minute part of Winfrey's interview, broadcast on Thursday and streamed live on Oprah.com., Armstrong reversed years of denials and admitted taking performance enhancing drugs during all seven of his Tour De France championship races.

A second, hour-long portion of the interview with be aired on Friday evening.

Jester's Trek: Free communications

I decided this year I'm going to try to respond to every one of Freebooted's 2013 Blog Banters.? When I am given fair criticism, one of the common ones is that I don't engage with other parts of the community as much as I should.? So for the blog, banters.? And for myself, I'm going to be a bit more active on Twitter, forums, and listening and responding to pod-casts.? We'll see how I do.

There's a second 2013 blog banter out (yes, I responded to the first one):

The local chat channel provides EVE players with an instant source of intel of who is in the system. With a quick glance you can tell who is in system and what your standings are to them. War targets, hated enemies, friends and corp mates all stand out clearly. Is this right? Should we have access to this intel for free with no work or effort? Should the Local chat channel even exist? Should normal space be more like wormhole space where the Local channel appears empty until someone speaks?
OK, I like that one.? That's an easy one.

A lot of people have varying opinions of "Local."? Most of those criticisms revolve around the idea that Local is an intelligence tool in low-sec and null-sec: you can tell if a system is "safe" or not by who is in Local.? For that reason, some small gang PvPers want Local abolished or delayed (you'd appear in Local 30 or 60 seconds after you actually entered the system).? They want this so they can get ratter or miner ganks.? For the same reason, large null-sec alliances and the like generally want Local to stay how it is.? But other small-gangers and ultra-small-gangers agree with the large null-sec'ers: leave Local alone!? The reason is fairly obvious: how is the ultra small-gang or solo PvPer to know that there are five smart-bombing battleships on the next gate without some warning?? How is the five-man gang to know they're facing another five-man gang, and not the entire Goonswarm fleet?

Speaking as a small-gang PvPer: guys, it's hard enough for me to find targets in null-sec and low-sec as it is.? It already takes an age to find a fleet to fight, see if the engagement terms are worthwhile, try to stage the engagement, and get the fight going.? Trying to do this without Local would be a bit like the second day of the Battle of Midway: two fleets within a few hundred miles of each other but not able to find each other because of environmental conditions.? Fleets would have to send out six or eight scouts to do the same thing that can be done today with one or two.? Realistic?? Sure.? Fun?? Hell no!

I remind you that this is a game.? ;-)

By the same token, delaying Local just means slowing down roaming fleets as they wait for their scout to be able to provide good intel instead of bad intel.? Same same.

Let me jump straight to the conclusion for you: Local is working, so let's not screw with it.? Is it perfect?? No.? But it's a solution that's been working for nigh upon a decade now.? Everyone understands it, everyone's clear on it, and those that want to try something different have the option of heading for W-space to do so, and more power to them.

So that's my basic answer.? But let's say that I wanted to mess with Local.? Let's say that CCP came up to me and said, "we're definitely going to change Local in one way, and you get to pick the way."? If I were going to make one change to how Local operates?

I'd make the people that hold space pay for it.? "CONCORD communications network operating fee," I'd call it, or something like that.? Want Local in a system?? That'll be some amount of ISK.? And the more space you have, the more ISK you pay, on an exponential scale.? I can tell you from experience that maintaining a communications network of a thousand nodes is a lot more than 100 times harder and 100 times more expensive than maintaining a communications network with ten nodes.

It'd create an interesting dynamic: some alliances would pay for Local in every system they own and continue to use it as an intelligence asset... but they'd pay through the nose for that privilege.? Others would only pay for Local in critical systems, leaving gaps in their intelligence network that could be exploited by an enemy.? And still others would go the w-space route.? All in all, it might create an interesting dynamic.

But honestly, even this I think would over-complicate a system that's easy to understand and working.? Let's let CCP concentrate on the things that are horrifyingly broken rather than the things that are not, shall we?
