U.S. Medical Doctors Launch Petition to Secure White House Response to Organ Harvesting Atrocities in China

NEW YORK ? A trio of medical doctors initiated a petition yesterday calling upon the Obama administration to investigate and help stop forced organ harvesting from Falun Gong believers in China. The petition is posted within the ?We the People? section of the White House website, whose regulations state that the White House guarantees a response to any petition that secures 25,000 signatures within 30 days.

?We are very concerned about one of the most horrifying crimes against humanity of our time: Forced organ harvesting from living ?prisoners? in China. Killing for parts is a gross violation of medical ethics.? state Drs. Arhur Caplan, Alejandro Centurion and Jianchao Xu in an open letter they released upon initiating the petition.?The petition is available at:?http://wh.gov/5Jmn. A website with background information and the full text of the letter was created at?www.organpetition.org.?

Arthur Caplan, Ph.D, is director of medical ethics with New York University's Langone Medical Center. Dr. Centurion is a practicing physician in California, while Dr. Jianchao Xu is a kidney specialist with Mount Sinai Hospital in New York City. Amidst efforts to end unethical medical practices around the world, all three doctors have been working over the past six years to investigate, expose, and put an end to organ transplant abuses in China.?

As the Falun Dafa Information Center has reported previously, since 2006, evidence has emerged of organ harvesting from illegally imprisoned Falun Gong practitioners (fact sheet). Unlike other countries, China has no large-scale voluntary organ donation system, so instead, military hospitals use prisoners. Experts now estimate that tens of thousands of jailed Falun Gong believers and other prisoners have been systematically examined, and then used as a living organ donor bank, killed on demand to fuel China's lucrative transplant industry.

The U.S. State Department?s 2011 Human Rights Report cited allegations of organ harvesting from Falun Gong believers and other prisoners of conscience. In October, 106 members of Congress wrote to Secretary Clinton requesting the release of information the State Department is believed to have about the gruesome practice. Two Congressional hearings have covered the topic, while leading transplantation doctors and medical organizations from around the world have condemned this crime against humanity.

New Tang Dynasty Television released a short documentary in November exposing forced organ harvesting crimes in China (view online).

The Falun Dafa Information Center is calling upon all Americans to sign this petition and provide President Obama with the support he needs to publicly condemn these crimes, and launch an in-depth investigation into who is responsible and how they can be stopped.

History has repeatedly taught us that remaining silent in the face of such horror is to be complicit. Let us take a stand.

Essential Background

In July of 1999, China's autocratic Communist Party launched an unlawful campaign of arrests, violence, and propaganda against Chinese citizens practicing Falun Gong (or "Falun Dafa") with the intent of "eradicating" the apolitical practice. Former Communist Party leader Jiang Zemin launched the persecution fearing the practice's growing popularity among the Chinese people (70 to 100 million) was overshadowing his own legacy (article). Since then, the Falun Dafa Information Center, based in New York, has reported over 3,500 deaths from abuse and over 80,000 cases of torture. The United Nations, Amnesty International, Chinese human rights lawyers, and foreign media have also documented Falun Gong torture and deaths at the hands of Chinese officials (samples). Hundreds of thousands of Chinese who practice Falun Gong remain in captivity, rendering them the single largest group of prisoners of conscience in China (article). Falun Gong is a traditional Chinese spiritual discipline that is Buddhist in nature, but not part of the religion of Buddhism. It consists of slow-moving "qigong" exercises, meditation, and teachings for daily life centered on the tenets of truthfulness, compassion, and tolerance (about Falun Gong).

How A Fiscal Cliff Agreement Could Pass At The Last Minute

WASHINGTON -- With less than four days left before the nation slides over the so-called fiscal cliff, a grand bargain may be off the table, but there is still time to ease some of the biggest problems -- as long as House Republican leaders are willing to go along.

Following a meeting of political leaders at the White House Friday, Democratic and Republican congressional staffers said the first step would require some sign-off from Senate Minority Leader Mitch McConnell (R-Ky.) and Senate Majority Leader Harry Reid (D-Nev.). Even without complete agreement, progress could be made if McConnell agrees not to obstruct a scaled-down deal such as the one proposed Friday afternoon by President Barack Obama. The president signaled Friday that he may ask Reid to push that proposal as a last resort.

The process could be helped along if Reid takes the suggestion made by McConnell and House Speaker John Boehner (R-Ohio) to start with one of the pieces of legislation already passed by the House.

Reid has steadfastly refused to do so, favoring a Senate-passed bill to preserve Bush-era tax cuts for income under $250,000. That bill, however, faces procedural objections from the House, which under the Constitution is supposed to originate tax measures.

If the Senate instead took up any of the bills the House has passed, the procedural problem would be solved. Reid could then essentially gut that legislation and replace it with Obama's proposal or whatever plan he and McConnell agreed should at least receive a vote without the threat of a filibuster. That bill could pass the Senate relatively quickly and be sent back to the House. Both Reid and McConnell suggested after their White House confab that they may be prepared to propose legislation Sunday -- less than two days before the pending cliff.

Indeed, at nearly 8 p.m. Reid placed on the Senate calendar a House bill that would extend all the Bush-era tax cuts. It could serve as a vehicle to carry Obama's proposal or something that Reid and McConnell work out over the next 24 hours to 36 hours.

This is where the equation becomes more complicated. Either Boehner would have to convince Republican House members to hold their noses and let the measure go to a vote -- even though they rebelled last week over his Plan B fallback, which included a much smaller tax hike than Senate Democrats or the president would back -- or he would have to ignore his caucus and simply schedule a vote.

A GOP House leadership aide suggested that Boehner might indeed go with the latter option. "The Speaker told the President that if the Senate amends the House-passed legislation and sends back a plan, the House will consider it -- either by accepting or amending," the aide emailed. "The group agreed that the next step should be the Senate taking bipartisan action."

Senate leaders sounded cautiously optimistic that this path, in some form or another, would be taken.

"We had a good meeting down at the White House," McConnell said in a statement. "We are engaged in discussions -- the Majority Leader and myself and the White House -- in the hopes that we can come forward as early as Sunday and have a recommendation that I can make to my Conference and the Majority Leader can make to his Conference. And so we'll be working hard to try to see if we can get there in the next 24 hours. So I'm hopeful and optimistic."

"Whatever we come up with is going to be imperfect," Reid said. "Some people aren't going to like it; some people will like it less. But that's where we are. We have an obligation to do the best we can."

In a later statement, the Senate majority leader said he was preparing Obama's backup measure. "At President Obama's request, I am readying a bill for a vote by Monday that will prevent a tax hike on middle-class families making up to $250,000, and that will include the additional, critical provisions outlined by President Obama," Reid said. "In the next twenty-four hours, I look forward to hearing any good-faith proposals Senator McConnell has for altering this bill."

If the last-ditch efforts all fail, partial success in the Senate would at least signal to observers that a deal is not that far off, albeit on the other side of the cliff. At that point, income taxes would have returned to the Clinton-era rates, and a proposal like the Senate's $250,000 plan would technically be a tax cut, instead of a hike.

The fiscal cliff's mandatory spending cuts -- the so-called sequester of $1 trillion over a decade -- would still need to be dealt with, but their impact would be less immediate and less likely to quickly slow the economy.

UPDATE: This article has been updated to note that Reid on Friday night placed on the Senate calendar a House bill to extend all the Bush-era tax cuts.

(AP) ? Anti-regime activists say a government airstrike on a town in north Syria has killed 14 people, including two women and eight children.

The Britain-based Syrian Observatory for Human Rights said the 14 were killed in a strike Friday on the town of al-Safira, south of the northern city of Aleppo.

An activist who spoke anonymously because of security reasons gave the names of the dead and said the government often strikes the town because rebels are attacking a large military complex on its outskirts.

Rebels clashed with soldiers there on Friday, he said.

Activists say the regime often takes revenge for rebel advances by bombing residential areas. They say more than 40,000 have been killed in Syria since the start of the uprising against President Bashar Assad in March 2011.

China court orders Apple to pay in rights dispute

(AP) ? A Chinese court has ordered Apple Inc. to pay 1.03 million yuan ($165,000) to eight Chinese writers and two companies who say unlicensed copies of their work were distributed through Apple's online store.

The Beijing No. 2 Intermediate People's Court ruled Thursday that Apple violated the writers' copyrights by allowing applications containing their work to be distributed through its App Store, according to an official who answered the phone at the court and said he was the judge in the case. He refused to give his name, as is common among Chinese officials.

The award was less than the 12 million yuan ($1.9 million) sought by the authors. The case grouped together eight lawsuits filed by them and their publishers.

An Apple spokeswoman, Carolyn Wu, said the company's managers "take copyright infringement complaints very seriously." She declined to say whether the company would appeal.

Unlicensed copying of books, music, software and other products is widespread in China despite repeated government promises to stamp out violations.

Apple's agreement with application developers requires them to confirm they have obtained rights to material distributed through the company's App Store.

"We're always updating our service to better assist content owners in protecting their rights," Wu said.

The Chinese writers said they saw applications containing unlicensed versions of their books last year.

In November, a court ordered Apple to pay 520,000 yuan ($84,000) to the Encyclopedia of China Publishing House for copyright infringement in a separate case. Apple is appealing, according to the official Xinhua News Agency.

In the latest case, the Beijing court awarded 605,000 yuan ($97,500) to one company and 21,500 yuan ($3,450) to the second, according to the court official.

The biggest individual judgment went to writer Han Ailian, who was awarded 186,000 yuan ($30,000).

Best Photography Exhibits in D.C. in 2012 - Arts Desk

Maybe it?s the national malaise, or maybe it?s just coincidence, but many of the finest photographic exhibits in Washington in 2012 have been meditations on loss?the Holocaust, extinct empires, far-away wars, hardscrabble young adulthoods, urban ruins and funerary rites.

Here?s one critic?s choice of the 10 best photographic exhibits of the year. Four of the 10 photographers behind these exhibits are have made previous City Paper Top 10 lists (Franz Jantzen, Camilo Jose Vergara, Colby Caldwell and Maxwell MacKenzie), and all but Vergara are D.C.-area artists?an indication that their work has continued at a high level.

1. ?Traces of Memory? at the Ann Loeb Bronfman Gallery at the DCJCC

No single image in this small exhibit was stunning, but collectively the photographs in ?Traces of Memory? added up to a moving, yet understated, look at the legacy of the Holocaust in Galicia, a region on the border of Poland and Ukraine. The exhibit stemmed from a 12-year collaboration between late British photojournalist Chris Schwarz and professor Jonathan Weber of the University of Birmingham, who teamed up to offer a fine-tuned combination of elegiac words and understated color images. The photographs featured relics of the Jewish community, evidence of genocide, signs of remembrance, and small elements of a recent revival. For instance, an ordinary-looking field that once held a death camp where 450,000 people were slaughtered is preserved in a seemingly natural state because both the killing and the dismantling of the machinery of death was so efficient. In another image, grave markers were made into paving stones at the encouragement of the Nazis, their Yiddish lettering still plainly visible to anyone walking on them.

2. Arthur Drooker, ?Lost Worlds: Ruins of the Americas,? at Art Museum of the Americas/OAS F Street Gallery

Using a digital infrared camera, Drooker traveled to 15 countries throughout Latin America and the Caribbean to document 33 ruins, some of them famous and many not. He found tumbledown stone facades, staircases, pyramids, and agricultural terraces, as well as thick jungle environs and the obligatory human-sacrifice ball court, each enhanced by smart captions. Consider the image of San Nicol?s de Bari in the Dominican Republic, in which Drooker momentarily brought to life a hurricane-damaged shell of the first hospital in the new world by capturing a rising frenzy of birds.

3. Franz Jantzen, "Ostinato," at Hemphill Fine Arts

Jantzen? a collections manager of graphic arts at the Supreme Court as well as a photographer?stitched together countless smaller images to create a large one. This is not an unheard-of approach in art-photography circles. What?s different in Jantzen?s work is its perspective: Viewers seem to be hanging from the ceiling. Jantzen doesn?t use an apparatus to suspend his camera; he simply holds the camera in front of him and points it downward. Then he moves slightly ahead; step and repeat. One memorable image in his Hemphill exhibit this year lingered lovingly over the floor of Loew?s Theater in Jersey City, where, according to legend, a young Frank Sinatra heard Bing Crosby in concert in March 1933 and decided to become a singer. The theater shows its age in its tiniest details?worn velvet seats, heavily frayed floorboards?but the most notable sign of life is the curlicue of electrical cord that meanders gracefully over the stage. The work took 95 hours to stitch together.

4. Camilo Jos? Vergara, "Detroit Is No Dry Bones," and Andrew Moore, "Detroit Disassembled," at National Building Museum

In paired exhibits on view till February, two skilled photographers use divergent approaches to paint a complementary portrait of a troubled and sometimes absurd place: Detroit?s landscape of classical architecture devastated by neglect. Vergara, a trained sociologist, successfully reprises his venerable approach of using both photography and storytelling to communicate the slow but inexorable changes in neighborhoods. More polished, but less emotionally invested, are Moore?s larger-scale images?a 4-by-4 matrix of windows in an abandoned school that show 16 disheveled tableaux; a homeless man?s jury-rigged cascade of clear plastic hung in an abandoned warehouse, visually suggesting a waterfall; and a classroom clock that has quite literally melted into a Daliesque symbol.

5. Tim Hetherington, ?Sleeping Soldiers,? at the Corcoran Gallery of Art

Tim Hetherington was embedded with Army troops in a remote region of Afghanistan for 15 months in 2007 and 2008; he was later killed while on assignment in Misurata, Libya, on April 20, 2011. Caldwell expanded them to many times their actual size, laying bare intriguing tactile properties (pitted metal, rust, pustules, a sprinkling of sand, and the occasional protruding twig); mysterious, slowly disappearing manufacturers' markings; an array of interesting shapes (flattened, corrugated and an oddly sensuous curve that approximates the hang of a full-length dress), and notable shades of color (including mother of pearl, a purple-to-aqua fade with yellow highlights, and an inexplicable hot pink).

9. Maxwell MacKenzie, ?Helter-Shelter,? at the American Institute of Architects

Over his career, MacKenzie has assembled a lovely oeuvre, particularly his images of gently decaying barns and oddly textured agricultural fields. MacKenzie?s most striking works take full advantage of their enormous scale?a wide-screen, ground-level view of Nevada?s Burning Man festival with a freeze-frame complexity that suggests the finest work of Andreas Gursky and Edward Burtynsky.

10. Charlotte Dumas, ?Anima,? at the Corcoran Gallery of Art

Four of Dumas? series were collectively on display at the Corcoran. OGDEN, Utah ? Police released a new vehicle description involved in a hit-and-run crash on Wall Ave., where a homeless man was hit and left to die on the street.

Police said 56-year-old David Paul Saures was walking across Wall Ave. on Christmas Eve, when he was struck by a car. The impact threw him 100 feet. He was pronounced dead at the hospital, police said.

On Tuesday, Ogden police told FOX 13 that a dark-colored sedan hit Saures. But now they believe that vehicle may have witnessed the crash.

?We?re getting information now that it was possibly a minivan, some sort of a dark-colored minivan that actually struck the man,? said Ogden Police Lt. Chad Ledford. ?The dark-colored sedan was behind the minivan, so we think they were a witness to the accident and we want them to come forward as well.?

Ledford said Wednesday there was no indication that the driver of the vehicle that hit?Saures had even braked. Because it was dark and there may have been weather, it could have been an accident, he said, but because the driver did not stay ? it is now being investigated as a felony.

?I have no doubt that they knew they hit something, and I?m going to assume they knew they hit a person and that?s why they didn?t stay,? Ledford said.

Saures? brother told FOX 13 he hoped the driver would come forward ? but had forgiven that person even if they never did.

?I don?t know what society?s turning into, but like Jesus said, ?Love one another.? That?s all we can do. Forgive and be forgiven,? Robert Moore said Wednesday. ?The thing is, you go through life, sometimes you forget there?s going to be a time after life.?

Community Computers Project Brings Technology to an African ...

A Whitefish Bay woman is leading an initiative between Alverno College and the Milwaukee School of Engineering to provide computers to students in Cameroon. Tracy Stockwell, Associate Professor of Professional Communication and Chair of the Communication & Technology Department at Alverno College, leads the initiative with colleague, professor Jill Moore, and MSOE students. Members of MSOE?S Community Computers work with Alverno as well as non-profit organizations to provide computers to families, and organizations in need. Community Computers has also worked across several continents and within the Milwaukee area to provide computers to schools. The joint venture works on taking computers, refurbishing them, installing open-source (free) software, and donating them to schools in Cameroon that would otherwise not be able to afford them.

'Rescue Me' singer Fontella Bass dies at 72

Fontella Bass, whose voice soared in the 1965 hit "Rescue Me," died Wednesday at 72, her family said in a statement.?

"She was surrounded by her children and grandchildren when she was called home," the family said, thanking the singer's famiy, friends and fans for their support.

St. Louis TV station KSDK reports that Bass died of a heart attack.

Bass came from a musical family. Her mother was gospel great Martha Bass, and her brother was R&B and gospel singer David Peaston, who died in February.

"Rescue Me" topped the R&B charts for a month in 1965, reached No.4 on the pop charts, and sold over a million copies. Yet Bass' name was never as famous as that of the tune, as many assumed the song was sung by Aretha Franklin instead. The very first line in Bass' entry in the online AllMusic encyclopedia reads, "The 1965 classic "Rescue Me" is widely regarded as the greatest record Aretha Franklin never made."

Her other hits included "Don't Mess With a Good Thing" and "You'll Miss Me (When I'm Gone)," both with Bobby McClure.

Wrote one fan on the YouTube video for "Rescue Me": "Fontella Bass was one of the greatest soul / rhythm? & blues vocalists of the 60's & 70's. Her voice to this day all these decades later still chills my skin each time I hear her singing. she was one of my generation's most recognized yet often mistaken singers. In 1993, she won a lawsuit against American Express for their use of "Rescue Me" in a 1990 commercial.

She is survived by four children.

A recent discussion on the Technical Writer group at LinkedIn asked how to explain to a client that a technical writer need not be an expert in the subject matter of the manuals. As technical writers, we have to be learners, but we usually do not begin as experts in the scientific topics we cover. However, we must be:
  • Experts in Document Design
  • Although technical writers do not need to be experts in semiology, psychoanalysis, or content analysis, we need to know enough about document design to create manuals, web sites, brochures, and other communication packages that speak to the audience. We need to know enough about the audience's eye movement across the page to make a page that flows. That is, for English speaking audiences, we need to know that the audience's eye will track from the upper left to the lower right of the page. For audiences who primarily read Chinese, Hebrew, or Arabic, those eyes will track in different directions.

    Additionally, we need to be aware of the limitations of the fonts we incorporate (Are the lines so thick that they are hard to read from a distance?), the mix of colors we use (Can the elements of our pictures be distinguished as separate elements?), and the amount of white space incorporated in our illustrations and text. Although Jan White claims that serifs have a functional value in that they direct the eye and san serif fonts anchor the eye (Kostelnick and Roberts, 1998, p142), there have not been corroborating studies confirming these findings. Therefore, other than my own anecdotal evidence in support of White's study, I really cannot recommend this limitation on use of fonts. However, I can point to more than a few sources that would confirm that using more than two or three fonts on a page will reduce the readability of the page (Becker, 2009)(Krug, 2006, p36).

    As mentioned previously, we also need to consider the cultural side of our pages and illustrations. Do procedural photos that are directed at Americans include someone pointing to the audience with the middle finger? Does a photo for an Arabian audience show the sole of a model's foot?

my brain power havent been strong. my mind take awhile to process information. when i was in high school this year, my mind was right. i could think and process thing carefully. This past summer, ever since my sister quit her job, my brain power went down. my sister been irritating me, constantly telling me what i did wrong where the stuff i got wrong, i made a mistake with it before. my whole family disregards the fact that i made the A honor roll graduating and treat me like some moron. as soon as i try to increase my brain power, my sister is in my face annoying me. she always saying me and my neice are stupid and dumbasses. so if she think im dumb, im going to act dumb. my sister like to be the only smart person in the house and she likes that position because she has nothing else to do.

O?Connell races through the book to learn as much as he can about the disease that is killing his father and threatening to take him down the same path.

The main takeaway is that sugar exists in our food supply much more than the simple white stuff you put in your coffee. It is our systemic reliance on simple carbohydrates that throw the body out of whack for so long that it creates the perfect setting for diabetes to emerge in the body and begin its damage.

If you think of diabetes as a manageable disease thanks to medicine and diet, you might be surprised to learn how many body systems are negatively affected by glucose and how present diet recommendations could be making the situation even worse. Anyone who has diabetes or is dangerously close to diabetes needs to read this book. It turns out that blood sugar problems contribute to a wide range of major health issues, particularly heart disease and stroke. Republicans Turn to An Unlikely Name for Inspiration: George W. Bush

In contrast, Romney received only 27 percent of the Latino vote, after taking a hard-line approach to illegal immigration during the Republican presidential primaries, touting ?self-deportation? for undocumented workers. In exit polls, a majority of voters said that Romney was out of touch with the American people and that his policies would favor the rich. While Romney beat Obama on questions of leadership, values, and vision, the president trounced him by 63 points when voters were asked which candidate ?cares about people like me.?

These signs of wear and tear to the Republican brand are prompting some of Bush?s critics to acknowledge his political foresight and ability to connect with a diverse swath of Americans, although the economic crash and unpopular wars on his watch make it unlikely he will ever be held up as a great president.

?I think I owe an apology to George W. Bush,? wrote Jonah Goldberg, editor-at-large of the conservative National Review Online, after the election. ?I still don't like compassionate conservatism or its conception of the role of government. But given the election results, I have to acknowledge that Bush was more prescient than I appreciated at the time.?

The ebb in Bush-bashing could help pave the way for a 2016 presidential bid by his brother, former Gov. Jeb Bush of Florida, another proponent of immigration reform with proven appeal in the Hispanic community. ?The Bush family knows how to expand the party and how to win,? said GOP consultant Mark McKinnon, a former George W. Bush political aide, when asked about a possible Jeb Bush campaign. Voter wariness toward a third Bush administration could ease if the former president and his father, who served one term, are remembered less for their failures and more for their advocacy of ?compassionate conservatism? and ?a kinder, gentler nation.?

?I think all that certainly helps if Jeb decides to do so something down the road, though I think he will eventually be judged on his own,? said Al Cardenas, chairman of the American Conservative Union, who led the Florida Republican Party when Bush was governor.

President Bush?s press secretary, Ari Fleischer, was tapped last week by the Republican National Committee to serve on a five-member committee examining what went wrong in the 2012 election. Two days earlier, a survey released by Resurgent Republic and the Hispanic Leadership Network found that a majority of Hispanic voters in Colorado, Florida, Nevada, and New Mexico? don?t think the GOP ?respects? their?values and concerns.

?One of the party?s biggest challenges going forward is the perception that Republicans don?t care about people, about minorities, about gays, about poor people,? Fleischer said. ?President Bush regularly made a push to send welcoming messages, and one of the lessons of 2012 is that we have to demonstrate that we are an inclusive party.?

President Bush?s success with minority voters stemmed in large part from his two campaigns for governor in Texas. He liked to say, ?Family values don?t stop at the Rio Grande.? Unlike Romney, who invested little in Spanish-language advertising until the final two months of his campaign, Bush began reaching out to Hispanics early; he outspent his Democratic opponents in Spanish media in both the 2000 and 2004 campaigns.

?I remember people grumbling about making calls in December 2003, but we kept pushing,? said Jennifer Korn, who led Bush?s Hispanic outreach in his 2004 campaign. The president?s upbeat Spanish-language ads depicted Latino families getting ahead in school and at work. ?I?m with Bush because he understands my family,? was the theme of one spot.

Korn, who now serves as executive director of the Hispanic Leadership Network, said Republicans are constantly asking her how the party can win a bigger share of the Latino vote.

?I tell them we already did it,? she said. ?President Obama just took Bush?s plan and updated it.?

Republicans are also looking at the groundwork that Bush laid on immigration reform. He has kept a low profile since leaving office, but he waded into the debate in a speech in Dallas last month. The legislation he backed in his second term would have increased border security, created a guest-worker program, and allowed illegal immigrants to earn citizenship after paying penalties and back taxes.

?America can be a lawful society and a welcoming society at the same time,? Bush said in Dallas. ?As our nation debates the proper course of action related to immigration I hope we do so with a benevolent spirit and keep in mind the contributions of immigrants.?

Bush is even a presence in the current high-stakes budget negotiations between Capitol Hill and the White House. Although the tax cuts enacted by the Bush administration for the wealthiest Americans have been a major sticking point, the tax policy it put in place for the vast majority of households has bipartisan support.

?When you consider that the Obama administration is talking about not whether to extend the Bush tax cuts but how much of them to extend, you see that Bush is still setting the agenda,? said Republican consultant Alex Castellanos, who worked on Bush?s 2004 campaign.

While a possible presidential bid by Jeb Bush heightens the impact of his brother?s evolving legacy, it?s not unusual for a president?s image to change after leaving office. (Look at former President Clinton, who enjoyed positive ratings during most of his presidency, infuriated Obama supporters during Hillary Rodham Clinton?s presidential campaign in 2008, and emerged after the election as a better Democratic spokesman than Obama.)? Gallup pegged Bush?s presidential approval at 25 percent at the end of his second term, the lowest ranking since Richard Nixon. But after President Obama spearheaded unpopular spending packages and health care reforms, Bush?s popularity began to tick up.

A Bloomberg News survey in late September showed Bush?s favorability at 46 percent, 3 points higher than Romney?s rating. Still, with a majority of voters viewing the former president unfavorably, Romney rarely, if ever, mentioned his name during the campaign. Asked to address the differences between him and the former president in one of the debates, Romney said, ?I?m going to get us to a balanced budget. President Bush didn?t.? Obama seized on the comparison, taking the unusual tack of praising the Republican successor he had vilified in his first campaign to portray Romney as an extremist.

?George Bush didn?t propose turning Medicare into a voucher,? Obama said. ?George Bush embraced comprehensive immigration reform. He didn?t call for self-deportation. George Bush never suggested that we eliminate funding for Planned Parenthood.?

Democrats and moderate Republicans found themselves cheering for Bush, if only for a moment. A majority of voters said that Bush is more to blame for the current economic problems than Obama, according to exit polling. If Bush wasn?t the bigger scapegoat, Obama may not have won a second term.

Veterans of Bush?s campaigns and administrations say that while learning from his mistakes, Republicans should also take note of the political risks he took by proposing reforms to immigration and education laws and boosting funding for community health centers and AIDS outreach in Africa.

?One of the issues we ran into in the 2012 campaign is that there weren?t a lot of differences between Mitt Romney and Republican orthodoxy,? said Terry Nelson, Bush?s political director in the 2004 campaign. ?I think that?s something Republican candidates in the future have to consider.? The public respects it when you can show you can stand up to your party on certain issues. Bush did that.?
