Owen, an engineer in mechanical systems is a sole practioner in a consulting firm in state X and has a business card indicting that he is a PE. However, Owen?s license comes from State Y, where the bulk of Owen?s projects are constructed. Cli Yent contacts Owen to design a project for construction in State X. After Owen completes the work, Yent learns that Owen is licensed only in State Y and that Owen has not obtained any authority to perform services in State X. Yent must now have another PE either redesign the project or carefully review Owen?s work before sealing it. As a result, Yent will incur additional expenses and delay in the construction of his project. Was it ethical for Owen to imply that he was registered in State X? Was it ethical for him to design the project for construction in State X? Why or Why Not?
